Notice of the National Commission for Discipline Inspection on the requirements for mandatory product certification with USB charging interface products

Recently, our committee has received many consults from local quality inspection departments, manufacturers and consumers on mandatory product certification (hereinafter referred to as CCC certification) for sockets and desk lamps with USB charging interface, in order to carry out CCC certification and law enforcement work more effectively and safeguard the legitimate rights of consumers and production enterprises. The CCC certification requirements for products with USB charging interface are as follows:
1. The CCC certification catalogue clearly includes "power adapters (including charge/discharge devices) for information technology equipment" and "power adapters (including charge/discharge devices) for audio and video equipment".
2. For "Household and Similar Use Equipment, Lighting Appliances, Plug and Socket (Household and Similar Use)" products in the CCC certification catalogue, if they have power adapter functions matched by information technology or audio and video equipment, and have corresponding charging interfaces (such as USB charging interface), there are two or more at the same time. In addition to meeting the requirements of the CCC Certification Implementation Rules for household and similar equipment, lighting appliances, circuit switches and protective or connected electrical appliances (electrical accessories), these products shall also meet the CCC certification requirements for information technology equipment or audio and video equipment. 3. In view of the fact that the above-mentioned multi-functional products are in the form of new products, some certification bodies, local quality inspection departments and production enterprises are still not clear about the requirements of CCC certification for such products. For most of these products, only household and similar equipment, lighting appliances, circuit switches and protective or connected electrical appliances (electrical accessories) are used. The implementation rules of CCC certification require that the certification be implemented. The relevant manufacturing enterprises shall complete the supplementary certification according to the implementation rules of CCC certification for information technology equipment or audio and video equipment by December 31, 2016. On January 1, 2017, if the above-mentioned multi-functional products fail to obtain CCC certification as required, they shall not be exported, sold, imported or used in other business activities.
