The European Chemicals Authority (ECHA) has launched a pilot project to verify compliance with the notification and communication obligations of substances in REACH regulations, and to determine the extent and causes of non-compliance, in order to raise awareness of the obligations undertaken by the industry, especially consumer goods suppliers.

       The law enforcement was conducted by the REACH inspectors and customs officers of the member states from October 2017 to June 2018. Mainly for electronic products, including a large number of consumer goods, building materials, home products and other products.

Key verification substances are as follows:

Brominated flame retardants

Phosphorus flame retardants

Short chain chlorinated paraffins (SCCP)

O-phthalate two

Perfluorinated substances

Phenol benzo three azole

And a number of substances in other SVHC candidates list

       The project will continue until the end of June 2018, and it is expected to complete the report by the end of November 2018. The final report will consist of reports provided by government departments and non-governmental organizations (NGOs) as well as some of the substance notification reports provided by the European Chemicals Authority (ECHA).

       Members''''''''committees or competent authorities will establish operational law enforcement methods based on the results of project reports, with a view to verifying these obligations on a larger scale in the future.
